The Department of Civil Aviation is the national body  within the Ministry of Foreign Affairs and Aviation, which governs civil aviation and ensures that St. Kitts and Nevis fulfils its civil aviation safety and security obligations under the Chicago Convention on International Civil Aviation.

Functions of the Civil Aviation Division

The designated appropriate authority for civil aviation security (AVSEC) in St Kitts and Nevis is the Minister for Foreign Affairs and Aviation. The Minister has delegated the day to day operational function to the Civil Aviation Division (CAD).

Reviewing, updating and enforcing the national civil aviation security programs

Providing technical advice to the Minister

Implementing policy decisions by the Minister

Providing technical advice to SCASPA and NASPA on civil aviation matters

Acting as National Civil Aviation Coordinator for ICAO and TSA

Conducting inspections, tests, surveys, audits

Investigation of civil aviation security at the Robert Llewellyn Bradshaw and the Vance Amory International Airports

Building capacity for civil safety and security

Facilitating the work of the Eastern Caribbean Civil Aviation Authority (ECCAA)

Negotiating air services agreements

Facilitating and approving code sharing agreements

Representing St. Kitts & Nevis at regional and international civil aviation security forums

Providing technical advise and support to the local civil aviation industry
