Civil Aviation Safety Officer

Mr. Duncan is the Civil Aviation Safety Officer at Civil Aviation Division in the Ministry of Foreign Affairs and Aviation, with over Fourteen (14) years of experience and an extensive background in the field of Aviation, with a vast array of qualifications in Aviation Management.

 

Mr. Duncan began his Career in Aviation in the Air Traffic Services Department at the Robert L. Bradshaw International Airport, as an Air Traffic Controller. He also, worked in the Airport Operations Department, acting as an Airport Operations officer before transitioning to the Ministry of Foreign Affairs and Aviation.

 

Mr. Duncan holds a Master’s Degree in Aviation Management from the University of the West Indies St. Augustine Trinidad & Tobago, where he gained the necessary knowledge and insights in Aviation from courses in Airport/Airline Operations management, Strategic Management, Strategic Marketing Management, Advanced Air Transport Economics, Operations Research for Management Science, Safety & Quality management as well as Accounting for Business decisions and Airport /Airline Financial management.

 

After completing his studies Mr. Duncan completed his international Internship based at Vaughn Aviation College of Aeronautics and Technology, located in Queens New York. There he gained firsthand knowledge and experience at airports such as La Guardia Regional Airport and Westchester County Regional Airport, as well as airline operations at JetBlue Operations in New York.

 

Mr. Duncan also completed his regionally internship at Caribbean Airlines based in Trinidad and Tobago, where he assisted the department in the modernization of their safety management system policy and implementation plan. He has also earned certificates in Leadership and management from the Clarence Fitzroy Bryant College(CFBC) leadership Course and also in the Evaluation of Public Policies from The International Centre for Interdisciplinary Studies (CIESI), in collaboration with the Organization of American states(OAS) and Peru.

 

Mr. Duncan is an International Civil Aviation Organization(ICAO) certified Universal Safety Oversight Auditor for Air Navigation Services. His Duties in the department are to provide Safety Oversight for the State by performing safety quality control to all Air Navigation Service Providers(ANSPs) in the Federation of St. Kitts and Nevis, to ensure compliance with ICAO Standards & Recommended Practices(SARPs).
